How do I enter a Connecticut Angel Tax Credit? Do I have to attach a certificate?

No, because you will enter the voucher number of your certificate into TurboTax.

Prior to doing your tax return, you have to contact Connecticut Innovations, Inc. and determine if you and the business are qualified to enable you to claim this credit. Please see https://www.ct.org/ct-angel-investor-tax-credit-faqs/ for more information.

Then, if you are approved, go through the Connecticut interview in TurboTax. When you see a screen with the heading "Take a look at Connecticut credits and taxes and credits", scroll down until you see "Angel Investor Tax Credit". Click on Start.

On the next two screens, you will be asked for the amount of the credit (enter the actual credit amount, not the amount of your angel investment) and your CII Voucher Number (which you will get from applying to Connecticut Innovations, Inc.).
