How do I enter .23 cents in box 14 of w2?

It will not accept .23, it kicks it back to 0. And it will not accept a zero ass long as box 14 has description filled in.

That is what I said - everything is rounded to the nearest dollar.   If less the 50 cents, ignore it and don't enter anything.

Everything is rounded to the nearest dollar.  Box 14 is information to you unless  it is reporting certain state disability taxes.   Your employer can put anything they want in  box 14.
