How do I claim FTC on 1099-INT and 1099-DIV? Taxes have not yet been withheld by Germany.

I now live in Germany. My US stocks/dividends are taxed in Germany, but not at source. So, the foreign tax is NOT on the 1099-DIV/INT, but I will be paying taxes on these when I file my German tax return. 

When I go to calculate FTC, it says to NOT enter earnings already in 1099-INT/DIV... so I'm not sure how to attribute these earnings to Germany. And then get my FTC on the taxes paid to Germany on these earnings.

The only practical thing to do would be to enter the foreign taxes on your form 1099-INT entry, in box 6, and your form 1099-DIV, in box 7.  It is unlikely the IRS will take acception to this but if they were to question you on the issue, you could explain what happend and that would resolve the issue, since your tax return would be correct.
