What ???    Did you both have a first time homebuyer credit separately on different homes? Did you just get married in 2020?

If not when you file a joint return you only need one form 5405 as a rule.

NO, I originally got the lone alone, then in 2017 the IRS and TurboTax separated us. I finish my half, but my wife has a balance. When filing this year, IRS keeps rejecting return saying information does not match...

IRS says that we both have to file a 5405. I can't add another 5405 form in Turbotax...

That makes no sense unless you filed a separate return back then.  If you are filing a joint return then one 5405 should suffice.   If not then all you can do is add a second form to a paper return since you cannot have 2 form 5405 forms in an efiled return.

Credit claimed on a joint return. If you and your spouse
claimed the credit on a joint return, each spouse is treated as
having been allowed half of the credit for purposes of
repaying the credit. Each spouse who meets either condition
1 or 2 above must file a separate Form 5405.
