In the desktop software it's an icon in the top right corner of each screen.  As for reordering them, I don't know.   I would be surprised if that's possible.  I personally don't see a way to do it.   One can choose which saved flag to go to from a dropdown list.  If one has added a title and description to each flag, then it makes it easier to find which is which.  If not added when the flag was created, the title/description can be added later by using the Edit choice in the flag popup.

Even renaming flags will not sort alphanumerically. 

Topics come up in round about ways so they are flagged when they surface, and could be grouped in a much easier way.
