How can I update my bank info and address to the IRS. I didn't file taxes since 2017. I am mailing 2018 taxes now but that will take too long.

The IRS will process your 2018 paper return after they re-open and you will receive the 2020 Stimulus payment after that.  You just will not receive it in the next couple of weeks.
