- Purchase a pre-paid VISA for the amount needed. If you are out of the country, all US embassies and most satellite offices have US banking facilities in them. So if a satellite office is closer, call them first to confirm they have a banking facility in them that actually sells pre-paid VISAs.
- Register the pre-paid card online with a valid US mailing address and a valid US phone number
- You may have to wait a few hours for your registration to propagate across the Internet to wherever it needs to, before it will actually work.
