You cannot pay using a foreign bank based credit card.   You need a U.S. based credit or debit card

Do live somewhere that you could purchase one of those refillable U.S. cards like a Visa or Mastercard?  Or you might be able to buy one from amazon.

TurboTax requires a U.S. billing address to pay for TurboTax when using a debit or credit card.

Refer to the TurboTax Help article Can I e-file with a foreign address?
