AHCCCS is Arizona's Medicaid program, and it predates The Affordable Care Act (i.e., Obamacare) by some 30 years.
The real test is, did AHCCCS send you a 1095-A form in the mail? If not, it's because they are not health.gov or Obamacare or a state marketplace so you would answer "no" to the question "Was anyone enrolled in any of these less common plans in 2017?"...but note that if they did send you a 1095-A, that that is one of the options on the "Was anyone enrolled in any of these less common plans in 2017?" and you would answer "yes".
