How can I get passed this page asking me to review my order that tries to take payment when I don't want to upgrade? There is no option to skip and I can't finish filing.

This happened to me in the past. You need to start over at the very beginning, at that point you chose an option for an upgraded turbotax. Unfortunately the only way I got around it was to start completely over.
