How can I get in contact with a turbo tax representative to receive a refund on a program purchased from turbo tax ?

The only tax return that can be e-filed using TurboTax is tax year 2019.  All prior tax years completed using the personal editions of TurboTax have to be printed and mailed.  Doubtful that you would find any other personal tax software from any other vendor which will e-file a tax return prior to tax year 2019.

E-filing for a 2018 return has been permanently closed since October of 2019.  Using the software did spare you the agony of sitting down with paper forms, a sharp pencil with a good eraser, a calculator and a 108 page IRS instruction book.
