Yes, to e-file your federal return now, and return to your state at a later date when it is ready, you can pay for your state, and continue through the e-file process. TurboTax will eventually get to a question to "File by Mail". Select that option and you will see an additional radio button that allows you to select "I'm not ready to file" below your state.
