How are 529 plan contributions affected by the new tax reform law?

Can contributions to a 529 plan be used to pay for a private high school in 2018 under the new tax law?

Yes, up to $10,000 of distributions (per student, per year) from a 529 plan qualify for private K-12 (and some Home-school expenses) starting in 2018.
