Hi, I use Turbo Deluxe, when I review my e-file, I find out that there is a charge of $46 for "penalty/interest" on my E-file. Could you please tell me why? Thank you!

Switch to Forms view (View > Forms). Open Form 1040 and go to line 23. This should also show your penalty assessment. Hover your cursor over the icon at the left edge of line 23 and click the icon. This should show you what is populating your penalty on line 23, which you can hopefully correct.
