Hi, could you explain me why I need to pay extra tax for DC Tax, instead of have tax refund?

No one can see your tax return so no one knows why you owe DC.  The usual reason for owing tax due is that you did not have enough tax withheld from your paychecks during the year.   Check to make very sure that you entered the amounts from boxes 16 and 17 of any W-2's correctly; you might want to print out 2022 and 2023's DC returns and compare them side by side to see what is different if you got a refund for 2022.

Especially if you work in DC, but live in one of the adjacent/surrounding states.

What state do you live in and were DC taxes actually withheld and showing on your W-2?
