Hello I was wondering if they only til out 37 dollars in federal tax can i still receive earned income credit.. I have 3 kids

If you have some income you earned from working then you should be eligible for some amount of Earned Income Credit.  If only $37 was withheld from your pay, that suggests you did not earn much.  If that is the case, then your EIC will be a fairly small amount.

When you enter your dependents and your income into your tax return, TT automatically calculates the child tax credit, additional child tax credit, and includes EIC if you qualify for it. So if you qualified for EIC it is already showing in your refund.

The amount of EIC you are receiving can be seen on your tax return:

1040EZ on line 8a

on 1040A line 42a

on 1040 line 66a

Yes.  The fact that they didn't take much Federal Withholding doesn't prevent you from getting an Earned Income Credit, if you have earned income.  The Earned Income Credit can, and probably greatly exceed the $37 they took out.
