Hello, I am wondering why under my Fees I am being charged Turbotax federal, Turbotax States (1): as well as the 39.99 for using Turbo tax?

Federal and State are separate fees. Does that answer your question?

Did you select to have your TurboTax fees taken from your federal refund? There is an additional fee of 39.99 from the refund processing company if you choose to have TurboTax fees taken from your federal refund.
