Having problem filing 1099R on free version even though it states that I can. It keeps telling me I have to upgrade to deluxe which I don't want to do.

Indeed, filing IRS Form 1099R is included with TurboTax Free Edition. Remember though, TurboTax Free Edition is an online-only product that handles simple 1040EZ and 1040A returns with the standard deduction.
