Since there was no state id number provided on your W2-G, just enter the Federal ID number in that box to satisfy the TurboTax requirement that something be filled in before you can proceed. It will not affect the outcome of your tax return.

I am not sure I understand. Box 13 is "State/Payer's state identification no." This box is blank. I only have the Federal TIN number on the form. There are winnings reported in box 14 and 16.

You can deduct your gambling losses, but only to offset the income from your gambling winnings. You can't deduct your losses without reporting any winnings.
