If you are using the 2019 TurboTax desktop editions, then the Form 8962 and the instructions for that form have yet to be finalized by the IRS.  The form and instructions are still in Draft mode, so the TurboTax form 8962 is not complete for 2019 until the IRS approves the form for filing.  There will be multiple updates to the TurboTax software before a 2019 tax return can be filed using TurboTax.

The check-mark on Line 9 of the Form 8962 comes from the selection you made when entering the Form 1095-A in the Health Insurance section of the program.

Go back through the Health Insurance section and review your entries.  Or delete the Form 1095-A and start over entering your Health Insurance information.

check your entries on the 1095-A input form

especially the shared policy allocation section right below where the 1095-A info is enter.  even a errant character in one of those boxes will check box 9 yes.
