The IRS Form 8915-B for 2019 is still in draft mode and has not been released for tax year 2019 yet - https://www.irs.gov/pub/irs-dft/f8915b--dft.pdf

TurboTax cannot release the Form 8915-B until the IRS has released the form and approved the TurboTax form for e-filing.

Eh...The 8915A/B form will NEVER be e-fileable.     The IRS is not going to program it's e-file computer for the very limited number of filers with that form.  The IRS has already said that this will not be an e-file form.  Mail file only.

As of now, the IRS has not released the 2019 version of the form.

Form 8915B is no longer in draft mode with the IRS, so why has it not been updated?  I also  do not see that there has ever been a form 8915B-S? When will this be updated?

1)  Tax software companies do not program from paper forms, they must use schemas that are issued by the IRS that the IRS uses the paper form to develop and distribute to the software companies.   That usually takes 2-3 week after the paper form has been finalized, but with the IRS operating short staffed with the Coronavirus shutdown, it might take longer.

2) The 8915A/B forms  are individual forms for each taxpayer, so on a joint return there can be one for each spouse so TurboTax separates them by naming them 8915B-T (Taxpayer - first spouse listed in the 1040 form) and 8915B-S (Spouse - second spouse listed) to keep them separated.     Other forms are named the same way like the 5329-T and 5329-S.
