Form 2210 is not reflecting the estimated tax payments I made and is calculating a penalty when I have paid 98% of my taxes for this year. Section I line 3 has no entry

I can only suggest going back to the tax payments worksheet and checking the entries for your estimated tax payments.  Even if you set up estimated tax payments in last year's return, Turbotax does not assume they were paid
