form 1099-NEC required when doing home repairs AND have a roommate?

I have some new questions since I had a roommate for a portion of the year at my home.

According to what's available to read, because I had a roommate paying rent to me, form 1099-NEC is required if I were to pay an "independent contractor" (i.e. someone who is NOT your employee), to perform repairs, maintenance, or home improvement work... but it becomes far from clear if the form 1099-NEC applies when the following facts are considered:

1) the home is my primary residence.
2) the roommate's space being rented was NOT directly involved with any repairs/maintenance/improvements.
3) the professional performing repairs/maintenance/improvements to the home works for a company as THAT COMPANY'S employee (i.e. NOT my employee, and yet also NOT an "independent contractor").

Example: 
ABC Plumbing Co. sends out a plumbing technician to replace a hot water tank at the home. ABC Plumbing Co. gives me as the homeowner an invoice greater than $600 upon completing the job. Question:
Would this mean that I must provide ABC Plumbing Co. with a form 1099-NEC?

No, you do not issue a 1099-NEC.

Who needs to file Form 1099-NEC? 

Any business that makes nonemployee compensation payments totaling $600 or more to at least one payee or withholds federal income tax from a nonemployee's payment,  uses this form to report those payments and withholding.

You are not a business.
