For the first time using Turbo Tax it says I am not eligible to file an electronci return. I do not understand

The IRS has strict security measures in place for efiling and that includes entering information from the 2017 tax return. 

If you did not file in 2017, you don't have the information needed to efile this year. 

If you DID file last year, you just didn't use TurboTax, you should be able to efile this year using TurboTax.
