For my Maine state return 2018 I owe tax but turbotax not printing the 2210ME underpayment form- - do I file it and pay or is there a grace year due to the tax overhaul?

Big change in my Maine tax from'17 to 2018 but no 2210 printed- do I owe the penalty or not?

If there is no 2210, you do not owe a penalty, but you need to remit whatever tax you owe by today.  Just because you owe a balance does not mean there is a penalty.  

Maine (ME) automatically grants a 6-month extension to October 15. If you owe them taxes, submit payment by April 15 to avoid penalties. You can either include a check with Form 1040EXT-ME or pay online at their EZ Pay site.
