Filing Grand Rapids city taxes when I lived within the city limits part of the year.

I lived within the Grand Rapids city limits from April to December 2017 but worked outside the city all from January to December 2017. Because of this my gross income in box 1 is different than the local wages in box 18.

Why did it enter the number from box 1 instead of box 18, when I only lived in the city for about 7months. Shouldn't the number from box 18 been used?

In TurboTax, review you State info- look for the screens as below, you will be able to indicate how much income should be taxed by Grand Rapids.  You are correct that the Box 18 amount should have been used- I will submit a request for review.

You will need to file if you lived in the city during any part of the tax year and had taxable income. If you did not live in the city, but earned taxable income from within city limits you will also need to file. See https://www.grandrapidsmi.gov/Directory/Guides/Income-Tax-Guide-for-Individuals

Yes, I know that. When I go to do them, it tries to put in what my gross pay instead of the amount that was taxed by the city (Box 18) because these are different numbers. I only had city taxes with held for part of the year.
