Filed 941 but not supposed to

I’m a sole proprietor. I don’t have an LLC and I’ve never had any employees. I’ve been running my business since 2018 and made the mistake of filing form 941 every quarter when I was just supposed to file schedule c on my 1040. Now I’m getting letters from social security about failing to report wages and I’ve been fined by the IRS for failure to file. How do I fix this mess?

What were you reporting.  Wages with no withholding?  Or were you also reporting tax withholding?
