File 1040 without Form 2210

I want to file my 1040 and let the IRS figure my underpayment penalty for me and send me a bill.  I had no tax liability in 2020, I underpaid by less than 10% in 2021 and I do not believe I owe although Turbo Tax is saying I do.  I checked the box to have the IRS figure the penalty on form 2210, yet I am getting a message that my "taxes can't be filed because the government is still working on finishing certain tax forms (2210) that are in your 2021 tax return.  We will send you an email when the forms are ready for you...just remember, we can't file your return until these forms are ready."  How do I get around this?  I checked the IRS website and it states a return can be sent w/o form 2210 and they will determine if a penalty is owed and bill me.

If you prefer the IRS to calculate any penalty and interest for underpayment, you can delete form 2210.

To delete the form, follow these steps in TurboTax Online:

  1. select Tax Tools from the left menu
  2. Select Tools.
  3. Select Delete a Form.
  4. Scroll to Form 2210 and select Delete.
