Federal Tax forms did not let me submit electronically, so I mail them (both the federal and state) on February 14th. NO respond from Federal and State offices so far?

you will get no response that they got them.  if you didn't use a proof of delivery method or tracking method there is no way right now to check that they got them.  wait about 3 weeks from 2/14.  then go to their websites and check on refund status.  

It takes longer for the IRS and the states to process returns that are mailed into them.
