Error on 1099 MISC forms

I have entered a W2 form and have just entered a 1099 MISC form using the TurboTax incremental steps.  The W2 shows up on the summary screen, but the 1099Misc shows zero on the summary screen.  When the form is edited, the previously entered data shows up.  The Fed Tax due box at the top of the screen shows a Fed Tax due of about $287 and was incremented after the 1099Misc form was entered.  BUT, there's only about $4200 of income that is in the TurboTax session.  That is significantly below the Fed Tax range and I would have thought that the Fed Tax due box would be zero or show a refund for the value of the tax withheld on the W2 form.  Is this a bug in the TurboTax software?

Most likely what you are seeing is when you enter the 1099-MISC, TurboTax is assigning it as Non employee Compensation (Box 7) so it is creating the Schedule C for Self- Employment and calculating the Self-Employment Tax.
