Error code 25625

My friend is trying to make an account and keeps getting the message "your request couldn't be processed, for help reference code 25625". We tried multiple email adresses and multiple phone numbers. Tried from 3 different browsers both on regular and incognito mode. Then we tried switching between different mobile devices and laptops. We tried from different wifi connections as well as mobile data. We also tried from a different country and nothing works. Could you contact me and help me with the issue. I am not in the US so I can't call you but I would be able to email you if you give me a way to reach you.

This error can happen after cookies are blocked.  After restarting your computer, clear your  Cache and Cookies.  Log out of a VPN if you use one. 

 

Adjust your cookie and pop-up blocker settings.  Don't use incognito mode.
