E-file rejected because form 2210 being used with required statement. can I go back and delete 2210 and statement and let the irs figure my penalty....so can e-file?

I was able to delete form 2210 and the statement, but interview keeps adding it back in with no option that i can see to let IRS figure. the form 2210 calculation does put me in the 85% wavier clause... but i would prefer to e-file.

Believe there is an update scheduled for 3/1 that is suppose to fix the issue.  Turbo tax told me initially that it was updated 2/16 but that one eliminated the error but still would not let me e-file.  I don't understand why it is an issue in my case given that each quarter we paid more taxes than required but it is so hopefully the 3/1 update will come through.
