As title. Hope someone at TurboTax can help answer this question as we're approaching the original deadline April 18. Ideally TurboTax should be able to identify our addresses as declared disaster areas (or not) and automatically apply extension for filing and tax payment (for both Federal and State) until Oct 16.

That is correct, as I said you have an automatic extension so you do not have to file anything, but when you do complete your tax return, you will be asked about the federal disaster areas (take mind to make sure you answer the question)- this will take the extension to pay into account so the penalties for late payment are bypassed. @peter1104
The IRS has an automatic extension- taxpayers in the affected areas do not need to file any extension paperwork, and they do not need to call the IRS to qualify for the extended time. TurboTax does not automatically detect disaster areas based on address, but there are areas in the interviews where the question is asked, and any extension and relief is applied.
