Does TT take into account eligibility for the subsidy (income below qualifying threshold) or just calculate a refund because actual income is less than estimated?

I rec'd 2016 health care subsidy. My actual income is less than I estimated, so I don't qualify for the subsidy.  TT is telling me I'll get additional tax credits because my income is less, but my income is below the threshold to qualify for the subsidy.

TurboTax is correct.

There is a special rule that if you were determined to qualify for the credit when you signed up, and you received Advance credits (column C of your 1095-A), you can still qualify for the Credit (and will actually receive a larger credit due to the lower income).
