Does the Turbo Tax 2019 Estimated Quarterly payments take into account 2018 witholding taxes?

Does the Turbo Tax 2019 Estimated Quarterly payments take into account 2018 withholding taxes? In other words, do the estimated quarterly tax payments deduct the 2019 expected withholding based on 2018 amounts reported?

UPDATED FOR TAX YEAR 2019

Yes. The TurboTax 2020 Estimated Quarterly payment calculations take into account 2019 withholding.

When you go through the interview for estimated payments, there is a screen, Enter Payments You Expect to Make.

TurboTax will tell you the amount you had withheld in 2019 and ask you to enter the amount you expect to have withheld in 2020.

Since you are using the CD/Download version of TurboTax, you can view the calculations by going into Forms Mode:
  1. Click the Forms icon at the top of the screen.
  2. In the Forms in My Return list, click ES & W4 Wks to open the form.
