Does the taxpayer need to return the 1200?Taxpayer died 7 Jan 2020. Taxpayer received EIP 1 stimulus payment of 1200 in late March 2020 as a direct payment.

Is the deceased taxpayer entitled to the $600 of EIP 2? TurboTax indicated yes, I don't think that is correct.

Yes they get it! For deceased individuals see the second question under Eligibility. If they died in 2020 they still get it.
