No, the IRS does not use the state ID for verification at all. Most states also don't require it - it's just recommended for smoother processing of your return. You should be able to just click "continue" on that page without actually filing in any information. But, make sure you remove any information you have entered first (i.e don't just enter half of the license information - enter nothing and click continue).
