Does student have to file if claimed on parents return? W-2 made $500 with tax withheld. 1099misc made $1200.

In Turbo tax for the W-2, entered the $500 and the $42 for tax paid, she was getting refund for $42. Then entered the 1099Misc for $1200 she now owes $131. We did the Interactive Tax Assistant on IRS site with her info about W2 and 1099 and got

You are not required to file a tax return for 2016
You should file a tax return for 2016
The return may generate a refund.

Guessing the refund would be the $42. Should we leave the 1099 out of Turbo Tax?

The child must file a tax return and report both the W-2 income and the 1099-MISC income. The child will owe self-employment tax on the 1099-MISC income even if no ordinary income tax is owed.
