Does PFL (Paid Family Leave) taken in December 2018, but paid in January 2019 go on 2018 or 2019 tax return?

I took PFL (Paid Family Leave) in December 2018, but wasn't paid until January 2019 and have not received at 1099G tax form. Do I report this income on next year's (2019) tax return or do I need to request a 1099G form and report it on my 2018 tax return?

If your PFL was only paid in 2019, you will receive form 1099-G next year and report it only on your 2019 tax return (next year).
