Does my Son's Job Core wages count as taxable wages?

box 2 shows 0 income tax withheld, but box3 and box5 are the same as box 1. box 4 and box 6 show deducted amounts.

Job Corps income is taxable income even if the payer (Department of Labor) does not withhold income tax.

Since the program is for young people at least 16 years of age that qualify as low income, income tax is not withheld based on the presumption that the recipient's income will not be high enough to incur income tax.
