Does my dependent with social security benefits have to file a return?

My high school daughter is claimed as a dependent on my tax return.  She has zero earned or unearned income other than her dependent social security benefit payments.  She did receive a SSA-1099 and the amount is less than $25,000.

Is she required to file a tax return if the social security payments are her only income and she is my dependent?

No.  Since the Social Security benefits is only income she received she does not file a tax return.
