Does my dependent have to file?

I have a 19yr old dependent who is a full time student in another state. All 1098-T info and scholarship stuff is reported on my taxes. There were 1099-Q disbursement to the school (Plan 529) but they were all for qualified expenses. That is some background.

 

They also had a work study job, but for last year, they only earned less than $300. The W-2 had no withholding except $1 for the state.  

The questions: does this need to be reported or filed? I ran it through my TT, did not include any of the tuition/scholarship stuff, and at the end, $0 owed/ refunded by federal and state owes $1. Is it necessary??

Many states require that you file a state tax return if you file a federal return, regardless of your anticipated refund or amount due.. Please see Do I need to file a state return? and select the state he received the W-2 from to see that state's filing requirement.
