Does it mean that I owe Federal and State taxes if it says Federal balance due?

If it says I owe Federal and State taxes and it is asking how do I want to pay my federal taxes. Do that mean I owe the IRS?

Yes, if it says "Federal Balance Due"  that means that you owe the IRS this year and won't be receiving a refund.  If you owe for your State Taxes it would say the name of your State followed by "tax due".
