Does it make sense that I have to fill out AR2210 (Penalty for Underpayment of Estimated Tax)? I moved to Arkansas during the third quarter and paid taxes in IL prior.

I moved to AR from IL on 9/1. I paid taxes in IL while living in IL and I paid taxes in AR while living in AR. The software is trying to tell me I owe $2k to the state of Arkansas, which just does not seem right to me. All of these AR-specific forms are new to me and I can't seem to find straight answers online.

Did you enter AR as your resident state and then tell TurboTax that you moved from IL on Sept 1?    When you enter the states you lived in the My Info section, TurboTax will generate a part-year return for each state.   Next year you will only have AR, but for the 2023 tax return, you will need both states.   Make sure your moving information is in the personal section, see this FAQ for directions.   How do I file Part-year State Returns?
