Does intuit offer any way to e-file if you are filing after October 16 due to the hurricane relief extensions?

No. It's not TurboTax, it's the IRS. After October 16, the IRS will only allow e-filing for people who are resubmitting returns that were rejected the first time, and the IRS closes all e-filing on October 23. If you are in a hurricane disaster area, you will have to file by mail.
