Does anyone know when the UT state partnership program will be available? Every time I try to order I get a screen with "Hmm.... it looks like we've hit a slight snag"

Try closing TurboTax, clear your Cache and Cookies, and reopen TurboTax. Also, make sure you have ran all updates. You can also try a different browser.
