Do you round up if the dollar amount is higher that $0.50? Because it keeps on rounding up and I don't want to be penalized for literally not knowing lol. Please advise

For me, this was for trying to enter my refund and federal income tax withheld (1999-G)

Yes, the IRS wants you to round up if the number of cents is 50 or more.
