Do my In-Laws count as dependents who were living in my house for over half the year of 2020 after having a child? Note that they are not US citizens

They are here on visitor visas but the covid pandemic resulted in them having to stay longer than the alloted 6 months as flights were consistently cancelled.

Sorry--no.   In order to claim them they would have to be U.S. citizens,  U.S. resident aliens or U.S. nationals.
