Do multiple gifts to a non-family member count as a single gift?

For example, I give a friend 10 $2000 gifts, does this count as a single $20000 gift for the gift tax?

The total amount of gifts given in a year to a single individual cannot be more than $17,000 in 2023 ($18,000 in 2024).  If the gifts given are over that amount then the giver of the gift is required to file a Form 709 with the IRS.

TurboTax does not support Form 709.

Yes, the form 709 requirement is per year.

However, you won't have to actually pay gift tax unless your total lifetimes gifts are more than $13 million.  But gifts over the annual exclusion limit must be reported so the IRS can keep track of your large gifts.
