Do I say I am preparing this return for William, as his spouse on a joint return, since he has passed away in 2017?

This question concerns No. 3 under personal information.

Yes, you'll enter that way.  We are very sorry for your loss.  Since you are the surviving spouse, you will be able to file the return with your signature on behalf of both of you and do not need special power of attorney to do so.  Answering this question will open up the options in TurboTax that will allow you to file the return on behalf of the two of you.
